I was more right than I realised when I posted the above red rash comment. Back then when it happened, 12 years age, it could have been the wrist watch buckle being nickel and so causing an allergic reaction. I wouldn't wish that on any zombie or ghost. Go the bells.
As a guess, I would say that it is attached to either a convent or a monastery and they use the bells in the traditional fashion as a call to prayer. It is, however, just a guess.
