Laws are put in place to protect people. If you feel that a law is not protecting the people, protecting some at the expense of others or just plain wrong, the proper way to handle it is to have the law changed. The wrong thing to do is to disobey that law.
This is good citizenship. I've understood this for a long time. In fact, we teach this in Boy Scouts.

I don't think trying to change the law and disobeying it are mutually exclusive. And some laws would be too reprehensible to follow for even a day. E.g. I'd've helped the underground railroad. I hope.
