This is the problem with a one-world...er...two-world...er.... well, there are actually LOTS of governments, some spanning several sovereign powers, that contradict each other a lot...

The WTO is one of them, and it needs to be abolished. It's only out for big business, and you get this sort of crap when they interact with actually sensible entities.
