If the refund was sent out and cashed, or if it was sent out and got lost in the mail, or some otherunfortunate thing, IRS will send you a Form 3911 and use that to trace the check. Tracing generally takes a long time. That's why I try to have my refund as small as possible.
If something happened you don't know about, that meant there was not actually supposed to be a refund, they can tell you. If you don't agree with the things they're telling you, tell them why, tell them what backup information you can send to support your case, and ask that they solve the problem. They can't just say "no". If they do, call again to get someone else, or ask for a supervisor or ask for it in writing. If they quote a law or rule that you wonder about, ask them to tell you where it can be found so you can look it up yourself, or get a copy. Contrary to what "some books" say, yelling, threatening, making nasty comments or such is MUCH less likely to lead to success than courtesty, cooperation, and persistence.
I haven't been at the IRS for about two years and things change, but I called a friend to check on the current procedure. One more thing--everyone gives his/her name and ID number at the beginning of the call. Good idea to write it down. I did this with an insurance company once and when I called back I said "I talked to xxxxx and he said xxxxxxx". The current helper said,"He's kind of new, maybe he needs some help with that" and straightened it all out. I have certainly thought that sentence when a taxpayer called, and took some action.
