That is netting to catch any falling bits. They put that on prior to restoration so anything loose won't be lost. Hunks have fallen off the Cathedral at odd times and they don't want those chunks to hit anybody. What they'll do next is put up scaffolding around the black-netted parts.

Actually, the gates were there first. There was originally a mosque on the site. But I'm sure the architect designed a spectacular view then.
