The Journal/Sentinel had an article that said most cars will float in 2 feet of water. I'm surprised when they say that various parked cars are floating.

That's not something you think of, is it?

They'll float if (1) the doors and everything are closed (and you have good seals on your doors), and (2) the water rises fast enough. If the water rises slowly, it will seep in at the same rate the water rises outside.
