You know that automated tolling, where you have a transponder in your car? It picks up your account number and bills your account. If you don't have a transponder, and drive through the automatic lanes, it takes a picture of your license plate and sends you a bill (and fine).
I know a guy who accidentally drove through the I-Pass lanes in Illinois without a pass. He stopped at the next toll booth and asked what he should do. He was handed an envelope so he could mail in his toll. In Illinois, you have a grace period to pay the toll you missed.
I know a guy who went through the automatic lanes in Massachusetts, without his pass. You can't call them up and say, "here's my plate number, here's my money." There's a whole convoluted procedure. In a few days, the MTA will download the picture of his plate. Then they'll mail him some stuff (after they track down his address through the rental car company). He will send back the money for the toll, with an explanation of why he went through the Fast Lane without a pass. If they buy his excuse, he won't have to pay the $50 per toll fine. No grace period, just a person deciding whether he should have to pay the fine as well as the toll.
