The U.S. Coast Guard has, for a very long time, had a presence in the Middle East. One of the things they do is help with port security. They also train nations to build their own coast guards (as this is preferable to them building navies). Another of their duties is environmental cleanup.

I also learned hat after the Gulf War, Kuwaiti oil tankers werre reflagged American in order to recieve U.S.C.G. protection.
