Freedom of speech is protected by the constitution. But anyone can be held up to 24 hours by the police for questioning - no charges required. So if a peaceable group assembles for the purpose of expressing their opinion, their gathering can be removed. As long as they're released within a certain amount of time, nothing illegal has happened.
