After September 11th, the Democrats were calling for the establishment of a Department of Homeland security. The Bush administration opposed it. In June, Bush did an about-face and called for its establishment. Phil Gramm (R-Tex) noted that Democrats wrote about 95% of the homeland security bill. Did this become an example of bipartisanship? Of course not. Bush made sure that didn't happen by creating conflict. Bush picked fights over union and civil service protections and Republican senators filibustered against efforts to reach compromises. Many special interest protections were tacked on, forcing the Democrat supporters to oppose the bill and appear as if they were anti-security.
I have been wondering, for over a year, why the Dems don't grow spines and fight. I'm beginning to see that it's because they're keeping their morals (either that or they just aren't experienced enough in dirty politics). Bush doesn't have any qualms over lying about what's going on, and it's quite obvious in politics that mudslinging works. Nobody is interested in their defense.
