Senior American officials have been defending a document which reviews nuclear weapons options for the United States.
The document outlines scenarios in which nuclear weapons might be used against a number of countries.

Parts of the document - called the Nuclear Posture Review - were published in the Los Angeles Times. Secretary of State Colin Powell portrayed it as "sound.. conceptual planning" only, not a blueprint for any attack.


Okay. Let's assume that is true. I think a plan is necessary, if it comes to some sort of conflict. And they've always had such plans. What I have a problem with is that it is poor form to remind your enemies that you have this capability and are considering its use against them. That just reminds them to keep at their research and manufacturing.

Yes, I am very worried about the escalation into use of nuclear weapons and why he named off countries is beyond me. It seemed only to aggravate the situation even more.
