If there were poison gas outside, it would probably dissipate by the time you get the stuff up.
If you needed to seal your doors and windows against gas, masking tape over the cracks would be sufficient.
Poison gas is not a very likely means of terrorizing.
Neither is anything else.
Duct tape and plastic sheeting would be more useful in the event that your windows were destroyed, like from an explosion.
