I'm not sure how it can close at dusk, when it's not open in the first place. There's no gate.

There are hundreds of little parks scattered across New York City.

How funny! The signs must be mass printed and just placed on every park. That "park" is surely one of their smallest!

That isn't a gate that goes across the sidewalk to the right?
There is a tiny corner park here in East Lansing that reminds me of this.

The gate is to the sidewalk that runs alongside the park. There's really no reason to go into this park, since there isn't much in there.

Yeah, same sign, same rules. I'm sure there are smaller parks, but they can't get much smaller!

That's the freeway on the right, over the wall. It runs at an angle to the streets and houses, so every block had one of these parks. The one across the street had a different name.
