I don't get it

The caption is "Early Liberals:" The two cavepeople say, "It's not fair! The Zugs have a cow and we don't. Let's ask the tribal council to kill their cow."
First, can someone explain this? I can't find any basis for reality. Second, if there is a basis, is there any humor in it?
