i suppose you've missed the part where the current administration is planning to have weapons dismantled to take the US nuke assenal down to approximately 1600 weapons from the 8000-ish weapons currently existing.......

AND, all of the targeted nations already know they are targeted.....they don't wait for the prez or his staff to make a speech or send out a memo......
