My first thought was that it looked like the artwork for Garbage Pail Kids. I was right! Heather and Michael each had a Garbage Pail Kid cup with their name on it.
As you & I are almost the same age, I'm sure it comes as no surprise that I have a memory of Wacky Packages in the back of my consciousness, but I was not a collector. So it's a fleeting memory. Weird, but cool!
I don't even remember buying any, but I had a few. I had a Crust (toothpaste) and a Czechlets (tiny overcoated humans) sticker on my mirror when I was a kid.
