I've done a little research. The Valley Fair Mall was built two years before the Southdale Center in Edina. Maybe it wasn't enclosed at the time? The most specific info I can find is where someone says, the mall was one of the first in Wisconsin to be enclosed, and is arguably the first enclosed mall in the world with its own climate controls.
